Add flour with baking powder a little at a time and mix to make a very sticky dough. Cover the dough and chill it for 1 hour. Shape the dough into small balls (about the size of walnuts), roll each ball first in sugar, then in powdered sugar, and spread the balls on a baking sheet lined with parchment paper, leaving enough space between them.
Bake the balls in a preheated oven at 180 °C top and bottom heat for approx. 10 minutes. During baking, the balls turn into cookies.
